Senator Davis, Chair, moved and asked unanimous consent for the adoption of the Health, Education and Social Services Committee Substitute offered on page 614. Without objection, CS FOR SENATE CONCURRENT RESOLUTION NO. 4(HES) was adopted and was before the Senate on final passage. Senators Dyson, Bunde, Wilken, Wagoner, Therriault offered Amendment No. 1 : Page 2, line 16, following "other": Delete "." Insert "; and be it" Page 2, following line 16: Insert "FURTHER RESOLVED that to encourage each Alaskan to make healthy choices and to choose healthy lifestyles: each Alaskan should have control over, and primary responsibility for, his or her own health care; each Alaskan should be free to choose his or her own insurance plan, health plan, and doctor; each Alaskan should have the option to make tax-free contributions to his or her own health plan; and in recognition of individual Alaskans choosing healthy lifestyles and behaviors insurance companies should be allowed to offer healthy lifestyle discounts to such individuals." Senator Dyson moved for the adoption of Amendment No. 1. Senator Stevens objected. Senator French moved and asked unanimous consent for the adoption of the following amendment to Amendment No. 1: 2007-03-28 Senate Journal Page 0682 Amendment No. 1, following "doctor;" Delete "each Alaskan should have the option to make tax-free contributions to his or her own health plan;" Objections were heard. The question being: "Shall the amendment to Amendment No. 1 be adopted?" The roll was taken with the following result: CSSCR 4(HES) Second Reading - Final Passage Amendment to Amendment No. 1 YEAS: 11 NAYS: 8 EXCUSED: 0 ABSENT: 1 Yeas: Ellis, Elton, French, Green, Hoffman, Huggins, Kookesh, Stedman, Stevens, Thomas, Wielechowski Nays: Bunde, Cowdery, Davis, Dyson, McGuire, Therriault, Wagoner, Wilken Absent: Olson Hoffman changed from "Nay" to "Yea". and so, Amendment No. 1 was amended. The question being: "Shall Amendment No. 1 as amended be adopted?"
